It is certainly no accident that West Virginia or Arkansas fare so poorly compared with the Northeast. But the cherry on top of this curdled whip cream of an op-ed, is his discussion of what policy should and should not do: don&#039;t promote policies that forcibly exile people from their homelands to arid lands (really, policy shouldn&#039;t promote slavery or ethnic cleansing?), do promote social bonds--like preschool or the military!
